Oculus mentioned during their Oculus Connect 6 keynote that they will be allowing a period for users, who previously purchased Oculus Go and Gear VR apps before September 25th, 2019, the ability to download the same upgraded Quest version of the same game for free on the Oculus Store. Free upgrades will run until Dec 31st, 2019 and will begin the week of September, 30th 2019.
Here is a list of the 21 games that can be downloaded for free on your Oculus Quest, if you have previously purchased them from on Oculus Go or Gear VR store.

Oculus giving credit for your Quest purchase
If you have already purchased the same game on the Oculus Quest, then you should have already received an email and credit refunded on your Oculus Store account for this purchase – a nice surprise to wake up to today.
